Medium- to Long-Term Development Goals
1. Establish a World-Class Smart Vehicle R&D and Testing Hub
Goal
To build a comprehensive R&D and testing ecosystem for smart electric vehicles and their key subsystems, and to develop into a major smart vehicle industry hub in Asia.
Key Initiatives
- Establish large-scale R&D facilities and advanced testing environments
- Develop testing capabilities for heavy-duty electric vehicles
- Achieve international certification for testing laboratories
2. Advance Intelligent Disaster Relief Vehicle Technologies
Goal
To develop intelligent and remotely operated disaster relief vehicles in response to Taiwan’s high-risk disaster environment, supporting long-term sustainable development.
Key Initiatives
- Develop diverse types of intelligent disaster relief vehicles
- Establish disaster simulation and testing platforms
- Develop safety-enhanced and low-risk disaster response technologies
- Promote applications in international markets
3. Strengthen Core Technologies in Battery and E-Powertrain Systems
Goal
To enhance technical capabilities in battery systems and the three-electric systems (motor, battery, and controller), enabling reliable performance in extreme environments.
Key Initiatives
- Develop advanced battery management systems (BMS)
- Enhance thermal management technologies
- Design high-performance automotive batteries for extreme conditions
- Expand battery pack design for diverse applications
4. Deepen International Collaboration and Industry Integration
Goal
To strengthen global partnerships across industry, academia, and research institutions, enhancing R&D capabilities and international visibility.
Key Initiatives
- Promote cross-border research collaboration
- Integrate upstream and downstream industry resources
- Accelerate the global deployment of smart vehicle technologies
5. Enhance Technical Output and Industrial Service Capabilities
Goal
To establish a comprehensive technical service platform that supports industrial innovation and application.
Key Initiatives
- Develop intellectual property and patent strategies
- Establish advanced testing laboratories
- Provide industrial testing and technical services
- Facilitate corporate presence and pilot production bases
Technology Roadmap (2021–2030)
Between 2021 and 2030, the Center will progressively advance its core technologies, focusing on:
- Pickup truck electrification
- Advanced Driver Assistance Systems (ADAS)
- 5G-enabled smart management and application integration
The Center has already established foundational testing infrastructure and will continue to expand pilot production capabilities, integrate smart management systems, and develop advanced vehicle platforms and carrier products.

Through the establishment of specialized laboratories, the Center aims to serve both industry needs and public interests while advancing the development of next-generation smart vehicles.

- Provide commissioned R&D and system integration services

- Develop complete smart vehicle solutions and applications
Vision
Centered on industrial service and social sustainability, IVRDC integrates smart electric vehicles, testing and validation technologies, and intelligent disaster relief applications to form a comprehensive innovation ecosystem.
Looking ahead, the Center will continue to deepen its expertise in key technologies, strengthen industrial support capabilities, and expand global collaboration—moving steadily toward its vision of becoming a leading smart vehicle R&D hub in Asia.
